Kimmy, try opening the one in question, and edit it, do a save as, and then look for the size option. If this is for an avatar, use thumbnail.

What software opens automatically when you want to view one of your pictures? Most likely, it's your default photo-editing software that came bundled with your system, and that's how you're going to make these types of edits.

Kimmy, go back to a save as....look carefully - is there something that says 100% or something? See if it is a drop down.
