I have used the Roto-Zip for many projects. The diamond blade does eventually burn out, but is worth the price of around $30+. I have a dremel also, but it's a lot slower to use on big projects. I drew a template and transferred it to the wet concrete. This gave me an outline after the concrete was dry. I have done the same kind of artwork in old concrete too. After I carved the shape, I used a buffer to buff the colors of the rocks. I have to clean and brush on a sealer every couple of years if I want the rocks to shine like jewels. This really wasn't that hard and I can't stand the typical.
